At this stage it is not known whether Maddison shot himself or was shot by police.

A police spokesman said there had been "no major developments" overnight.

Sne Const Forte's death came after a police pursuit involving Maddison on Tuesday afternoon.

The spokesman added that a police auto had crashed during the chase and the fallen officer was inside that vehicle.

The incident began about 2pm when police attempted to stop a vehicle being driven by a "person of interest" on Wellers Rd at Seventeen Mile, near Toowoomba.

'As far as I know, a couple of guys broke out of a jail and they've shot a police officer on the front lawn, ' one man told 9 News.

Maddison, who allegedly killed Forte on Monday afternoon, died after taking several shots to the chest.

"A hero lost his life today", Queensland Police Minister Mark Ryan said.

Queensland Police Union president Ian Leavers said the senior constable's death was a tragedy for everyone in Queensland.

Queensland Premier Annastacia Palaszczuk has sent condolences to Senior Constable Forte's friends and family.

'We have a person contained and at my last advice we were negotiating with that person, ' Police Commissioner Ian Stewart said at a press conference on Monday night.

Local resident Kyal Pennell, 23, who is trapped in his home due to the exclusion zone, said he could hear "non-stop bursts of automatic gunfire" and police sirens.

The gunman has since holed himself up in a farmhouse, prompting police to declare an emergency situation near the Lockyer State Forrest shortly before 4pm.

"Every day, the courageous officers of the Queensland Police Service put their lives on the line when they go to work", she said in a statement.

An emergency declaration was declared under the provisions of the Public Safety Preservation Act and an exclusion zone remains in place for the area of Fords Road, Forestry Road West, Sandy Creek Road, Gerard Lane, Seventeen Mile Road, Wellers Road and Forest Road.
