British Columbia leader Christy Clark refuses to quit

The Liberals hold 43 seats, the NDP has 41 and the Greens three in the 87-seat legislature, which Clark said she plans to reconvene "as quickly as we possibly can".

That would mean NDP leader John Horgan would become premier of B.C., working closely with Green leader Andrew Weaver in a historic arrangement to lead the province.

It was the brass ring the Greens - for whom prop-rep represents a way to translate popular vote into seats in the legislature - really needed from the NDP during this rare window of opportunity.

"This is new territory for British Columbia, and certainly for me", says Fraser-Nicola MLA-elect Jackie Tegart.

Horgan and Weaver took questions from reporters following the signing, with the NDP leader saying it was an exciting time for democracy in B.C. Both leaders said they were excited to work together on a variety of issues, including addressing affordability.

"The draft document we shared with Andrew and his team, that was I think, the foundation for what allowed us to work forward together".

The Liberals have been in power for 16 years.

After the Tuesday meeting, Clark announced that the Liberals wouldn't be stepping down to make way for the NDP to form government. Spring and fall sessions of the B.C. legislature would be made mandatory.

"The Boons have not been evicted from their property", Weaver said, referring to Ken and Arlene Boon, farmers leading the fight against Site C who were facing eviction at the end of May. "Today, I am very proud to stand with John Horgan and our respective caucuses to demonstrate how two distinct parties can work together for the good of all".

"We have a duty to meet the house and to test its confidence".

That's not what happened, with the Greens eventually siding with the NDP.

- Employ every tool available to the new government to stop the expansion of Kinder Morgan's Trans Mountain pipeline, which has already received federal approval.

In the same release, Horgan said that a B.C. NDP government will "make life more affordable, fix the services people count on, and build a sustainable economy that works for people".

That and other resource projects were likely sticking points in the B.C. Liberals' discussions with the Greens for support in the minority parliament. "Of course it's unpredictable what Christy and the Liberals will do, but the long-term outcome is that there is going to be an NDP/Green Party moving forward and we will have principled decision making in B.C. which we haven't seen".

Speaking to CKNW's Simi Sara on the Jon McComb show, key Green consultant and negotiator Norman Spector says the Greens went into negotiations with an open mind, though he admits the gap with the Liberals was larger.
