Lawmaker Elias Hazrati told state television three attackers, one with a pistol and two with AK-47 assault rifles, raided parliament on Wednesday.

An additional 39 people were injured in the terrorist attacks, Pir Hossein Kolivand told reporters.

The European Union's Foreign Policy Chief Federica Mogherini in a message offered condolences to the Iranian people over the attacks.

The intelligence ministry said there had been a third "terrorist" team that was neutralised before the attacks started.

The group has claimed the attack on Iran's parliament and another on the shrine of Ayatollah Ruhollah Khomeini on Wednesday, which killed at least two and wounded more than 30 people. The Islamic State group claimed the attacks.

It was not immediately clear who could be behind the attacks but Iran is a key player in efforts against the Islamic State group in both Syria and Iraq. One attacker also reportedly detonated a suicide belt.

A security officer is seen outside Iran's parliament building during an ISIS attack.

On video filmed outside parliament heavy gunfire could be heard. "I thought that children were playing with fireworks, but I realised people are hiding and lying down on the streets". "With the help of a taxi driver, I reached a nearby alley".

Iran's President Hassan Rouhani called for "regional and worldwide cooperation and unity" after 12 people were killed Wednesday in twin attacks on Tehran claimed by the Islamic State group.

But the BBC reported that only one security guard was killed in Parliament.

Following the shooting, a gunman blew himself and another was shot to death by police forces and a women was also arrested.

The attackers chose symbolically significant targets for their assault.

The rare attacks were the first claimed by the hardline Sunni Muslim militant group inside in the tightly controlled Shi'ite Muslim country.

"This terrorist attack happened only a week after the meeting between the U.S. president (Donald Trump) and the (Saudi) backward leaders who support terrorists".

Sunni extremists, including the IS, despise Shiite-majority Iran.

Attacks are highly rare in Tehran and other major cities though a Sunni militant group named Jundallah and its splinter group Ansar al Furqan have been waging a deadly insurgency, mostly in more remote areas, for nearly a decade.

Meanwhile, Supreme leader Ayatollah Ali Khamenei said the deadly attacks in Tehran claimed by the Islamic State group were mere "fire-crackers" that would have no effect on the Iranian people.

"They (hardliners) are very angry and will use every opportunity to grow in strength to isolate Rouhani", said one of the officials.

The group, which also has bases in Pakistan, is believed to be significantly weakened after its leader Abdolmalek Rigi was captured and executed by Iran in 2010.
