Ms. Clark said the relocation of two homes is necessary as part of road and bridge construction that will allow river diversion in September of 2019, and that missing that target could lead to a one-year delay in the project at a cost of $600-million.

Horgan says Clark's claims about additional costs are unsupported and if she is truly concerned about the project's timeline, she should recall the legislature immediately.

The agreement includes a promise to refer the Site C project to the B.C. Utilities Commission to determine its economic viability.

After the minority government result and Weaver's decision to support an NDP government, Horgan wrote to BC Hydro asking it to stop issuing new contracts and extend the lease on two houses set to be moved. "The requests contained in your letter are not without consequences to the construction schedule and ultimately have financial ramifications to ratepayers". Judith Guichon with a signed copy of their accord, in the hopes she asks Horgan to become the next premier when Clark resigns, rather than send the province into another election.

Beyond the homes, Clark says the clock is ticking with other aspects of the project - adding it will pass the point of no return before a BC Utilities Commission review would be done.

Clark didn't define what she meant, nor did she explain how she reached the $600-million figure in her letter.

The announcement comes almost a month after B.C. elected a minority government in one of the tightest races the province has ever seen, with the Liberals winning 43 seats, one shy of a majority, the NDP taking 41 and the Greens securing three seats in the legislature.

In his letter, Weaver says he requires access to supporting evidence, including signed contracts, the project schedule and potential alternative project timelines before he can comment on what Clark "asserts" are delays to the dam's construction.

The dam will be the third on the Peace River, flooding an 83-kilometre stretch of valley, and local First Nations, landowners and farmers have fiercely opposed the project.

In another, earlier version of the letter, which the NDP said was sent to Clark in error, even stronger language was used.

"The construction and completion of Site C represents a generational opportunity to provide British Columbia with another stable, long-term asset that can provide electricity for the next 100 years and further reduce B.C.'s greenhouse gas emissions", she writes. It said cancelling the project as of June 30 would save between $500 million and $1.65 billion.
