The Intelligence Ministry said security forces had arrested another "terrorist team" planning a third attack. Fars news agency issued a report, saying that ISIS claimed responsibility for the terror attacks in Tehran.

Syria has condemned the "terrorist attacks" that targeted the Iranian parliament and the mausoleum of revolutionary leader Ayatollah Ruhollah Khomeini.

Two hours later, one of the Parliament attackers blew himself up, the state-owned television reported.

Attackers dressed as women burst through parliament's main entrance in central Tehran, deputy interior minister Mohammad Hossein Zolfaghari said, according to the semi-official Tasnim news agency.

The ILNA news agency said five people had been injured and that security forces were dismantling a bomb inside the mausoleum.

At least two people were reported to be involved in that attack.

However, Ali Larijani, speaker of the Iranian parliament, tried to downplay the seriousness of the incident.

The Iranian official further emphasized that no matter where terrorism occurs, the world should prove that the phenomenon is condemned, calling on the global community to fight against terrorism with more steadfastness and unity.

Although the responsibility and circumstances of the two attacks, which were perpetrated kilometers apart in the Iranian capital, is under investigation, local media noted that their simultaneity leads to think that they were coordinated actions, allegedly by members of Sunnite groups that are considered terrorist here. The twin attacks wounded at least 42 people and killed 12. One of the attackers later blew himself up inside, where a session had been in progress, according to a statement carried by Iran's state TV. Another group of attackers, including a second suicide bomber, struck the shrine. Officials urged people to avoid using public transportation until further notice.

The Iranian authorities would consider the attack on the shrine of Ayatollah Khomeini of great symbolic significance. The shrine is considered one of the most sacred spots in the country.

Iran's leaders sought to play down the attacks, with neither President Hassan Rouhani nor supreme leader Ayatollah Ali Khamenei making a statement by early evening.

Khamenei added that Iran, which is helping Syrian President Bashar al-Assad fight rebels including Islamic State fighters, had prevented worse attacks through its foreign policy.

CNN has not independently verified the number of victims in both attacks and it was not immediately clear whether the number of dead included the suicide bombers.

An Associated Press reporter saw several police snipers on the rooftops of buildings around parliament. Police surrounded the building and gunshots could be heard from outside.

A photo posted by Fars showed people inside the parliament building lowering a child out of a first-floor window to people waiting below.

"I was inside the parliament when shooting happened".
