China's Djibouti base not for military expansion

China has refuted "Western media reports" on the Djibouti military base as a prejudice against Beijing and has said that the two ships carrying military personnel are exclusively for the goal of anti-piracy mission. We see a tremendous investment in media on continent to tell that China story to Africans and more exchange programs for African students and engineers to go to China, something that the West used to offer but has decreased since September 11.

Djibouti, which is about the size of Wales, is located at the southern entrance to the Red Sea on the route to the Suez Canal.

In November, Yang Yujun, another spokesman for the ministry, said China plans to use the base to better implement its global obligations and to protect the nation's overseas interests but not to seek "military expansion". The base was constructed past year and is very close to Camp Lemonnier, the only permanent USA base in Africa since 2002. But the narrative of a tiny country with nearly no natural resources, high unemployment rate, and vast stretches of semi-arid desert doesn't quite explain why global military powers are making a beeline for the Horn of Africa. Djibouti is considered as a stable country in an unstable region. For instance, to its south-east, Somalia continues to witness unrest with global ramifications with pirates and al-Shabab Islamic militants posing a grave threat to the tense region.

Moreover, the base will enable the nation to better safeguard the safety of worldwide strategic maritime passages with other countries, it said.

But it's not the presence of US, Japan or France' involvement in Djibouti that's raising eyebrows.

Djibouti is the new base for great power. Djibouti is the largest permanent United States military base, camp Lemonnier, which is based on more than four thousand people, as well as a base of France and Japan.

The Chinese base in Djibouti is a significant investment, but Beijing has also built a large $590 million port near Djibouti City in the Gulf of Aden. Ships carrying Chinese military personnel departed from Zhanjiang in southern China's Guangdong Province. It could potentially become another part in China's "string of pearls" of numerous military alliances surrounding India, including Myanmar, Sri Lanka and Bangladesh. "This base can support Chinese Navy to go farther, so it means a lot", said the paper.

English-language newspaper Global Times, controlled by the Chinese authorities, writes that at the base in Djibouti will also be hosted by the Chinese troops. It's not a commercial resupply point.

On Wednesday, a Chinese editorial dispelled any rumors that turned this facility into a tool to seek control over the world. It supported its argument saying it has so many United Nations peacekeepers in Africa and therefore its role in anti-piracy patrols is of utmost importance. It will help meet China's worldwide obligations in conducting "escorting missions and humanitarian aid".
