Dallas Prepares Convention Center as Mega Shelter for Harvey Flooding Victims

The city of Irving planned to temporarily house about 200 evacuees at Lively Pointe Youth Center Monday before transferring them to Dallas when the convention center shelter was ready. The need for space in Dallas had become critical with three different shelters there at capacity.

Organizations including the Red Cross, Dallas County, Parkland Hospital, the Salvation Army, Children's Hospital and several volunteer agencies are now working to have the shelter taking people in by Tuesday morning, NBC News reports. Craig Fugate, former director of FEMA, said small-to-medium-sized shelters are ideal, but those are tough to come by during Tropical Storm Harvey. "They're safe in that convention center".

Before the lunch hour there had been only one family, from the Houston suburb of Pasadena, who sought shelter at the center. So far, official estimates have the displaced at about 30,000 people, only a fraction of the 450,000 disaster victims expected by the Federal Emergency Management Agency.

Despite Dallas' preparations, Rawlings said he hopes the city won't reach its capacity for evacuees.

"We just want to tell everybody that we are ready for them", Rawlings said. "[Students] walk in the door, they register, put the kid down at a desk and start learning".

A fire official says 11 people were rescued from fast-moving floodwaters in northwest Houston after a private rescue boat capsized. The demand on the convention center was expected to grow with more rain forecast Tuesday. There were about 200 beds still available Monday morning among the Dallas shelters now in operation. "It is our job at the city of Fort Worth to provide some type of sense of comfort for these individuals coming to our city". About 415 evacuees are staying at the two other shelters, where they will remain for the time being.
