So far the H1-B system has been functioning without any changes and the immigration service is processing applications at the same levels as before. One question is whether Mr. Trump will insist on this package as part of a deal to help the Dreamers, young people who have been protected by an Obama-era program that Mr. Trump is phasing out.

The new proposals, which also included southern border walls, tougher asylum rules, a crackdown on minors brought illegally from Central America, were in the nature of conditions set by the administration in return for legalizing almost 700,000 undocumented immigrants called Dreamers. With this, President Trump is moving towards fulfilling his electoral promise to choke immigration to protect jobs for the United States citizens.

Trump's untenable demands call into question his commitment to helping Dreamers.

"Dreamers" is a name for DACA recipients.
